Why do southern states scream about 'big government' yet go running to the fed when disaster hits.?

Is not the conservative , teabag way to be self reliant. Prepare for the worst, Don't ask others to help. If your house got blown down, you should have the money to fix it yourself , if you don't, then that is your own damn fault. The same for state govs. Raise state taxes and pay to fix your own mess. AM i Right?
