How do you help a child practice reading?

My little sister is eight, and she still insists that we read to her every night. We've tried getting her to read along, or read one page while we read the next, but she always throws a fit if we talk about her doing the reading. She can't do her homework by herself most of the time because she can't read the directions, and she refuses to read to herself. I'm scared that she will never be able to read by herself and be self reliant. How can we help her practice reading?
